Text continues the publication of the author's archival correspondence with philosopher Nikolai Petrovich Ragozin (19.12.1953 – 24.10.2020), which was conducted for five years, from 2016 to 2020, and was preserved in his personal archive. In the 2018 correspondence, much attention was paid to the issues of "managed democracy" in contrast to direct democracy. In this regard, the philosophical problems of freedom and direct democracy related to such phenomena as subcultural and "color revolutions" were also discussed. The bureaucratization of higher education and science was also discussed, which affects not only the training of personnel, but also the crisis of spiritual production and the entire intellectual and moral atmosphere in the country. This was the period of preparation for the international conference dedicated to the 190th anniversary of Leo Tolstoy's birth, where the philosophical problems of war and peace, violence, and non-violence were discussed. This issue is also related to the phenomenon of direct democracy, which is reflected in the correspondence with original ideas about violence and non-violence in a war situation.
