Trust as the Basis for the Functioning of Municipal Public Authority

Public trust implies predictability of legislative policy, confidence in the legitimacy of the chosen priorities of state and legal development, broad public support for public policy and actions of the authorities in general. Despite the general recognition of the above-mentioned values and their undoubted applicability to the conditions of modern Russia, the problem of public trust in local self-government is becoming more and more relevant in the constitutional and legal regulation and state and legal support of these public relations. The purpose of the study is to determine the significance of public trust as the basis for the formation and development of a unified system of public authority, in particular, at the level of the local self-government system being formed. The research employed special legal approaches to scientific knowledge (formal-legal, systemic-structural and systemic-functional ones), methods of specific socio-legal research, statistical and empirical-applied approaches. The authors identify the circumstances influencing the institution of trust and reveal the problematic aspects of draft law No. 40361-8 "On the General Principles of Organizing Local Self-government in a Single System of Public Authority", namely, a lack of effective instruments for ensuring public trust in municipal government institutions and a formal character of the draft law, which means it is not aimed at increasing trust, but only tries to formally "integrate" local self-government into the public authority system, without solving the problem of lack of trust.
