The Principle of State Reliability as an Alternative to the Western Concept of Sustainable Development: Legal Problems of Application in Russia

Abstract

The current challenges of Russia's state-building process, which are related to the negative impact of globalization on ensuring its national interests and security, have led to the search for new public-law means not only to minimize the existing risks, but also to improve the efficiency of the state mechanism in the interests of individuals, society, and the state. In terms of doctrine, such public-law means can be identified through a critical analysis of existing approaches and the formulation of new ones for Russian state studies. One such approach is the proposed principle of state reliability. The purpose of this research is to justify the principle of state reliability and highlight its advantages over sustainable development. The article discusses the feasibility of continuing to use the Western concept of sustainable development, taking into account the criticism of its implementation in Russia. As an alternative to this concept, the principle of state reliability is proposed, which is considered using the method of analogy by applying technical approaches to the definition of "reliability" to humanitarian public institutions, followed by the legal incorporation of the concept of reliability into legal science. Based on the results obtained, a legal interpretation of the principle of state reliability is proposed, which covers its main characteristics. It is concluded that such components of the principle of state reliability as stability and security are not only used in the system of state institutions in modern Russia, but are also applied to evaluate their activities. In addition to these generalizations and conclusions, the author proposes defining the principle of state reliability as a scientifically grounded constitutional and legal characteristic of the state's ability to maintain the functionality of all state institutions and ensure the stability of the country's socio-economic development, its national security in the face of any adverse internal and external factors.
