Renovation of the System of Civil Servant Training (Based on the Experience of the Belgorod Region)

An effective system for training civil servants is a key factor in the successful functioning of public administration and the achievement of national goals. Its formation requires a comprehensive approach, including updating regulatory documents, educational standards, teaching methods, and tools. Research in the field of professional and personal development of civil servants is in its initial stages and does not cover all aspects of building a flexible and adaptive training system for public administration personnel. The aim of the research is to develop methodological recommendations and organizational and managerial approaches aimed at the formation and sustainable functioning of the training system for personnel of state authorities. As a result of the research, priority tasks were proposed: updating the legislative framework governing personnel training in the field of public administration, developing digital educational infrastructure, and improving the system for assessing needs and mechanisms for motivating employees of government bodies. A comprehensive renovation of the training system for civil servants that is based on these tasks will allow the development and implementation of tools for the professional development of public administration personnel, capable of responding quickly to the challenges of the economy and focused on the strategic development of the country.
