The Constitutional Right to Higher Education in Russia: a Course Towards the Needs of the State and Society

Russia’s priority tasks today include the demilitarization and denazification of Ukraine and the transition to new levels of education. On November 19, 2024, the Russian Prime Minister Mikhail Mishustin held a strategic session on the development of general and vocational education. The session identified approaches to how universities and colleges should organize their activities in order to train specialists who would best meet the needs of the economy and the social sphere. The speakers also stated the need to create a transparent system for assessing the quality of education at each of its levels. On December 10, 2024, Russian President Vladimir Putin discussed with members of the Council for the Development of Civil Society and Human Rights a range of issues that also addressed education. Taking into account the severity of this problem, the author points out the accumulated shortcomings in this area and makes a number of proposals for further improvement of legal education, especially its ideological focus.
