Interaction of Executive Authorities and Business Communities in the Implementation of Integrated Development Programs of Sevastopol

Abstract

The purpose of the study is to develop approaches to the definition of organizational and legal mechanisms of interaction between the executive authorities of Sevastopol and business communities in the implementation of programs for the integrated development of the city territory. The characteristics of the interaction of executive authorities and business communities in the implementation of this program are presented, the analysis of the effectiveness of the integrated development of the city's territories is carried out and the problems of law enforcement practice are identified. A number of constraining factors in the organizational and legal sphere are defined, proposals for improving organizational and legal mechanisms are formulated in terms of: a) clarifying the principle of balance of the strategic planning system by introducing definition of participants in the process: state authorities of the Russian Federation, state authorities of the subjects of the Russian Federation and local self-government bodies of municipalities, b) inclusion in the system of interaction not only of state executive authorities and representatives of business communities, but also citizens, their representatives and public organizations, c) overcoming urban conflict through the introduction of transparent conditions for the integrated development of territories, the definition and allocation of land plots, based on the principle of compliance of the rules of land use and development with the master plan, the primacy of the master plan before the rules of land use and development.
