Prospects for Concluding a Social Contract on the Digitalization of Public Governance

Abstract

Today, a new social contract is needed that reflects the realities of digital society. The article considers the prospects for concluding a social contract in the conditions of digitalization of public administration on the basis of a sociological study (expert and mass survey) conducted in 2020–2021. The findings show that the prevailing opinion of experts regarding a social contract is its representation as a mechanism for regulating the interaction of authorities and citizens in the digital space, the distribution of rights and obligations between them. Experts and interviewed people advocate the conclusion of a new social contract, in the initiation of which the state and civil society structures should play an equal role. The authors conclude that due to its status and functionality, as well as its legitimacy in the public's eyes, the interests of civil society can be represented by the Public Chambers of the Russian Federation and its subjects; and their sites in the socio-network space will become platforms for organizing dialogue between citizens and the authorities to discuss the parameters of digitalization of society and public governance.
