Regional Differentiation of Maternity Capital Efficiency in Russia

Significant regional differentiation in the implementation of the maternity capital program
determines the relevance of the study. The average indicators do not reflect its real impact on the housing
and reproductive strategies of families, and there are no regional typologies based on "conversion factors"
(housing costs, incomes, mortgage availability) in the literature. The aim is to identify regional models of
the maternity capital influence and propose differentiated measures. Based on the cluster analysis of
75 subjects of the Russian Federation, three models have been identified. In the "active co-financing"
model (25 regions), maternity capital is in maximum demand for housing and education. In the "structural
constraint" model (51 regions), low incomes block its use even with an affordable mortgage. In the
"institutional replacement" model (six regions), a high birth rate exists against the background of minimal
use of the maternity capital, which has been displaced by alternative sources. The effectiveness of the
program is determined by the regional context, which justifies the transition from universal payment to a
differentiated policy. Targeted measures for each type of region are proposed.
