Contemporary Issues of Legal Regulation of Economic Relations in the Russian Federation at the Present Stage

In today's challenging conditions for the Russian economy, the efficiency of government administration and the quality of legal regulation of economic relations in the country are put to test. The aim of this study is to identify the features characterizing the evolution of the current legal regulation problems connected with the implementation of the functions of the state and business in the system of economic relations in the Russian Federation from the late 20th to the first quarter of the 21st centuries. As a result of this comprehensive research, the authors identified the transition of the state from the principle of liberalization of the economy that was declared and normative in the 1990s to an active participation in all market processes, which allowed the formation of partnership relations between the state and the private sector, and this concept was reflected in the national legislation. System analysis into the features of legal regulation of the implementation of the state and business functions in the system of economic relations in the late 20th – the first quarter of the 21st centuries has shown that it has become one of the problematic sectors of the economy, despite the reforms to develop small and medium-sized entrepreneurship. In this regard and taking into consideration legal gaps in the regulatory legislative acts related to the application of tools to stimulate the development of this sector of the economy, the authors propose specific changes to the current legal acts that regulate economic relations in Russia.
