Abstract

The establishment and development of state-confessional relations is one of the features that characterise the individuality of each state in its religious policy, which consists in the state's choice of the type of relationship with religion: clerical, secular, theocratic and atheistic. The choice of the status of religion in society also determines the establishment of appropriate state control over confessions, religious associations and religious organisations. To date, there is an urgent need to analyse the legal norms regulating the peculiarities of control and supervisory activities in relation to religious associations, depending on the model of relationship with religion. The purpose of the study is to identify the main range of powers of state bodies in the field of control over foreign confessions and sectarian communities in the Russian Empire. Determining the prerequisites for the formation of the state body exercising control and supervision over foreign confessions, as well as analysing the legal foundations of its functioning, allowed to identify the dynamics of the development of state-confessional relations in the Russian Empire, when the state religion was proclaimed in the country. It is concluded that despite the religious diversity based on the policy of religious tolerance, the state control over foreign confessions and sectarian communities in the period under consideration was aimed not only at their compliance with the rules defining their legal status, but also at preventing them from participating in anti-government and anti-war activities.
