Abstract

The emergence of new types of legal culture plays an important role in the development of the legal culture of modern Russian society. The development of legal technologies determines the formation of a substantial base of technical and legal instruments. There is reason to believe that a special kind of legal culture - technical and legal culture – is gradually beginning to form. This area of scientific research has not received due recognition in the legal doctrine. The purpose of the work is to determine the specifics of the formation of the technical and legal culture of the youth Parliament at the Legislative Assembly of the Nizhny Novgorod region. The research was conducted on the basis of dialectical, metaphysical, systemic, comparative legal, formal legal methods of scientific cognition. The author identifies the main characteristics of the phenomenon of technical and legal culture of the Youth Parliament at the Legislative Assembly of the Nizhny Novgorod region and significant elements of applicable and effective technical and legal instruments in line with its formation. It is shown that for the formation of technical and legal culture among the subjects that make up the youth parliament, a set of measures is important to facilitate the transfer of legal knowledge and skills to these subjects, as well as the formation of value orientations on their basis. Among all the technical and legal techniques and means in this case, the most effective and in-demand is such a technique as the idea of a legal project. The results obtained contribute to the development of the theory of legal culture in general, as well as the development of the concept of technical and legal culture in particular.
