Legal Regulation of Anti-cholera Measures in the Russian Empire in the Second Quarter of the 19th Century

Abstract

The threat of a pandemic has become a new global challenge at the present stage. Formulating adequate responses to this challenge requires the involvement of additional resources and the creation of effective national mechanisms, including in the field of legal regulation. Despite the positive trends in the fight against the COVID-19 pandemic in the Russian Federation, its consequences have a negative impact on all spheres of society and the state. The study of the historical experience of confronting pandemics makes it possible to identify the main problems of legal regulation and public administration in the context of a wide spread of infectious diseases. This article, based on the analysis of regulatory legal acts issued by the government in order to prevent the spread of the epidemic disease of cholera, examines the problem of legal regulation and the practice of applying quarantine restrictions in the Russian Empire in the second quarter of the 19th century. The results of the study made it possible to identify contradictions, negative and positive effects of the system of state anti-epidemic measures that developed during this period. Taking into account the identified trends will make it possible to adjust anti-crisis measures to counter the pandemic in practice and regulatory regulation by public authorities at all levels at the present stage.
