Problems of Realization of the Constitutional Right of Migrant Workers in the Russian Federation to Health Protection and Medical Care in Connection with the COVID-19 Pandemic

In 2020–2021, the COVID-19 pandemic made significant adjustments to migration processes, exposing the problem of receiving free medical care for foreign citizens and stateless persons temporarily staying in Russia, which indicates a gap in the system of domestic legal guarantees. Due to the increased risk of contracting a serious disease, the problem has acquired an alarming orientation. In this regard, the author analyzes the law enforcement practice of providing free medical care to migrant workers in order to identify problematic issues related to the violation of their constitutional rights in the field of health protection. The conclusion is made about the expediency of concluding international agreements with the donor states of foreign labor on the equal rights of citizens of the state and migrant workers in receiving free medical care.
